José Carlos Diogo Marques dos Santos was born in Bolama in Guinea-Bissau on January 31, 1947. He graduated in Electrical Engineering at the Faculty of Engineering of the University of Porto (FEUP) in July 1971. He holds a Master's degree in Digital Systems from the University of Manchester Institute of Science and Technology (1974) and received his Ph.D. from the same university in1977. In 1988 he obtained the degree of Título de Agregado from FEUP.  He pursued his academic career at FEUP, having been full Professor in this Faculty from February 1989 until June 2014. He retired in July 2014.
 He devoted much of his activity to university management at the University of Porto (UP). He was Rector of the University of Porto from July 2006 to June 2014 and Vice-Rector of the UP, as well as President of the Institute of Resources and Common Initiatives of the UP, from July 2002 to July 2006. He was the Director of FEUP from October 1990 to May 2001. He was also Chairman of the FEUP Management Board from February 1983 to February 1984 and Director of the Computer Centre from 1988 to 1991.
He supervised 5 doctoral theses, 5 master’s dissertation and guided the preparation of 4 APPC examinations. He was a national delegated for the ESPRIT Program of the European Commission and also a national representative in the European Union's "Expert group on research infrastructures”. He has been a member of JNICT fellowships and project evaluation panels for several years.
