Graduated in Economics and post-graduated in Economic History. He got a PhD in Sociology and is currently an Associate Professor in the Sociology Department of the Faculty of Social Sciences and Humanities and a researcher of CICS.NOVA - Interdisciplinary Social Sciences center of NOVA Lisbon University, where he coordinates the studies in the education area. During the last years, his reflection has focused on the sociology of education and the historical sociology of modernity in Portugal. He published on the two above mentioned themes: Difícil é Educá-los (FFMS) and Fontismo, Liberalismo numa Sociedade Liberal (Don Quixote, Leya). In 1987, he received the Gulbenkian Science Award (Social and Human Sciences). He was Minister of Education during the XV Constitutional Government (2002-2004). He was Advisor for Social Affairs to the President of the Republic. He chairs the National Education Council.
