He was born in Coimbra, in 1964, but has always lived in Porto since the age of two, in Ramalde.
Graduated in Medicine from the Faculty of Medicine of U.P. Is a specialist in Internal Medicine, having participated in the creation of the Intermediate Care Unit of Medicine of the Hospital of S. João, of which he was deputy coordinator.
Has published scientific work in the area of arterial hypertension and autoimmune diseases. He is a member of the Portuguese Society of Hypertension, the Portuguese Society of Diabetology and the Portuguese Resuscitation Council.
He was assistant of the Chair of Clinical Practice at the Faculty of Medicine of the University of Porto and the medical course of the School of Health Sciences of the University of Minho.
He was founder of the Federation of Youth Associations of the District of Porto and president of its direction between 1986 and 1990.
He was the founder of the National Federation of Local Youth Associations, whose General Assembly held until 2002.
He was successively elected to the Assembly of Parish of Ramalde between 1989 and 2001.
He was a member of the Parish Council of Ramalde between 1998 and 2001.
Between 2002 and 2005 he was a member of the Porto Municipal Assembly.
Between 2005 and 2008 he was councilman of the Municipality of Porto.
In 2005, he was elected to the Assembly of the Republic (Xth Legislature), having distinguished himself in the Health Commission and, in particular, in the approval of the Law on Medically Assisted Procreation.
He was Secretary of State for Health of the XVII Constitutional Government and Secretary of State Assistant and Health in the XVIII Constitutional Government.
Represents the Municipality of Porto in the Fiscal Council of IPATIMUP and in the Supraconcelía Territorial Platform of Greater Porto and Tâmega.
